Mobile phones responsible for disappearance of honey bee
Their disappearance has caused alarm throughout Europe and North America where campaigners have blamed agricultural pesticides, climate change and the advent of genetically modified crops for what is now known as 'colony collapse disorder.' Britain has seen a 15 per cent decline in its bee population in the last two years and shrinking numbers has led to a rise in thefts of hives.
Now researchers from Chandigarh's Punjab University claim they have found the cause which could be the first step in reversing the decline: They have established that radiation from mobile telephones is a key factor in the phenomenon and say that it probably interfering with the bee's navigation senses.
They set up a controlled experiment in Punjab earlier this year comparing the behaviour and productivity of bees in two hives – one fitted with two mobile telephones which were powered on for two fifteen minute sessions per day for three months. The other had dummy models installed.
After three months the researchers recorded a dramatic decline in the size of the hive fitted with the mobile phon, a significant reduction in the number of eggs laid by the queen bee. The bees also stopped producing honey.
The queen bee in the "mobile" hive produced fewer than half of those created by her counterpart in the normal hive.
They also found a dramatic decline in the number of worker bees returning to the hive after collecting pollen. Because of this the amount of nectar produced in the hive also shrank.
Ved Prakash Sharma and Neelima Kumar, the authors of the report in the journal Current Science, wrote: "Increase in the usage of electronic gadgets has led to electropollution of the environment. Honeybee behaviour and biology has been affected by electrosmog since these insects have magnetite in their bodies which helps them in navigation.
"There are reports of sudden disappearance of bee populations from honeybee colonies. The reason is still not clear. We have compared the performance of honeybees in cellphone radiation exposed and unexposed colonies.
"A significant decline in colony strength and in the egg laying rate of the queen was observed. The behaviour of exposed foragers was negatively influenced by the exposure, there was neither honey nor pollen in the colony at the end of the experiment."

Cyber-security legislation seeks emergency powers
A new Congressional cyber security proposal would give the president emergency powers to protect critical private networks under attack, but the bill's sponsors insisted it does not allow the government to take control of any private cyber-network.
Senate Homeland Security Committee Chairman Joseph Lieberman, I-Connecticut, who helped create the legislation, said the president could order a patch or tell a cyber network to stop receiving incoming data from a particular country when critical infrastructure in the private sector such as the electrical grid or financial grid is threatened or attacked. A company that complies with the order would be given immunity from any liability for any consequences of the action.
Sen. Susan Collins, the ranking Republican on the Homeland Security Committee, emphasized the proposal does not allow for any new surveillance authority.
"This isn't a case of the federal government increasing its surveillance of private sector computers nor would it permit the government to take over private networks," said Collins. "It enables the government in concert with the private sector to better protect our nation's cyber assets."
The bipartisan bill announced by Lieberman, Collins and Sen. Thomas Carper, D-Delaware, creates a cyber security center at the Department of Homeland Security and would make the cyber security coordinator at the White House a permanent position, confirmed by the Senate. The position is currently appointed by the president.
Lieberman said the bill "is designed to bring together the disjointed efforts of multiple federal agencies and departments to prevent cyber theft, intrusions and attacks across the federal government and the private sector."
Collins said the computer networks of Congress and executive agencies are attacked on average 1.8 billion times a month at a cost of billions of dollars to the national economy.
The proposed National Center for Cybersecurity and Communications in the Department of Homeland Security and would take the lead in federal efforts to protect government and private cyber networks in partnership with private industry.

Colombia judge convicts army colonel for 1985 disappearances
The Jurist reports:
A Colombian judge on Wednesday issued a landmark judgment against army colonel Luis Alfonso Plazas Vega for the forced disappearance of 11 people after the 1985 hostage situation at the Palace of Justice in Bogota, sentencing him to 30 years in prison. The palace siege was one of the deadliest incidents during the decades of internal conflict in Bogota, leaving more than 100 people dead. The judge stated that although Vega did not directly commit the crimes, he was the commander of the military during the raid and is therefore responsible for the actions of his men [El Tiempo report, in Spanish]. The 11 victims allegedly survived the raid but were taken away by the army and never seen again. The case was opened in 2006 when video footage emerged showing several of the victims being forcibly removed from the palace grounds. Amnesty International (AI) [advocacy website] praised the ruling [press release], calling it a victory over that nation's military courts, which have sought jurisdiction over similar cases in order to protect former army officials from prosecution. AI Colombia researcher Marcelo Pollack expressed the significance of Wednesday's ruling:
The Colombian authorities tried to bury the truth about the Palace of Justice despite overwhelming evidence that members of the security forces orchestrated the enforced disappearance, torture and execution of some of those inside. ... With this groundbreaking ruling the victims' families, who for almost a quarter of a century have campaigned for justice, have begun to break the silence that has for so long protected those responsible.
Defense lawyers for Vega said they would appeal the judgment.
The 1985 conflict began when left-wing rebels took judges hostage in the Palace of Justice and planned to stage a political trial of then-president Belisario Betancur. The army responded by raiding the building resulting in a 27-hour assault, which left the palace burned to the ground. More than 20,000 people have disappeared over the past 30 years of internal conflict in Colombia. In October, Colombian prosecutor Luis Gonzalez said that at least 27,384 civilians disappeared between 1988 and 2002 [JURIST report], with nearly 75 percent of them allegedly kidnapped by illegal right-wing militias. The government's Justice and Peace Office [official website, in Spanish] compiled the list after a three-year investigation of forced disappearances that included testimonies of the relatives of the missing persons. Under the 2005 Justice and Peace law [AI backgrounder, JURIST report], more than 25,000 militants have demobilized, confessed to murders, and led officials to the graves of 2,300 Colombians. The controversial law has been criticized [JURIST report] for giving lesser punishments to paramilitary leaders who voluntarily disarm. Last year, Colombian President Alvaro Uribe [official profile, in Spanish] urged [JURIST report] Revolutionary Armed Forces of Colombia (FARC) [CFR backgrounder] guerrillas to abandon arms and release political hostages, promising those who respond to the call a reward and freedom.
