A House committee approved a bill yesterday to create a separate state office to work on reducing the disproportionate number of African Americans in the child welfare system.
Calling it a "very important issue," Rep. Darryl Owens, D-Louisville, sponsor of House Bill 666, said he doesn't want the state to lose ground on a project started last year.
His bill, approved by the House Health and Welfare Committee, would create the office within the Cabinet for Health and Family Services.

I said, 'No, it's like the number “4” in Japan. If we keep it “666,” we're gonna have to bless that building many, many times.'
